Rule 17 The Flagstick

Q: A person attending the flagstick removes it and pulls out the hole-liner. The player’s ball falls into the unlined hole. Is there a penalty?

A: No. And the ball is holed. “A hole need not contain a lining.”
(Decision 17/7)

Q; A player plays a stroke on the putting green and strikes the hole-liner when the flagstick is pulled out. Is there a penalty?

A: No. The hole-liner is an outside agency. If the hole-liner was moving when the ball struck it, the stroke is cancelled and the ball must be replaced. (Rule 19-1b). If the hole-liner was not moving, the ball must be played as it lies. (Rule 19-1) (Decision 17/8).
