Rule 14-5 States a player must not make a stroke at her
ball while it is moving. The penalty is two strokes in Stroke
Play and Loss of Hole in Match Play.
As with any good rule, there are Exceptions :
• Ball falling off tee – Rule 11-3 which states:
If a ball, when not in play, falls off a tee or is knocked
off a tee by the player in addressing it, it may be re-teed
without penalty. However, if a stroke is made at the ball,
whether the ball is moving or not, the stroke counts but
there is no penalty.
• Striking the ball more than once – Rule 14-4
which states: If the player strikes the ball more than once
while making the stroke, the player must count the stroke
and add a penalty stroke.
• Ball moving in water – Rule 14-6 which states:
If a ball is moving in water in a water hazard, the player
may, without penalty, make a stroke, but must not delay
the stroke in order to allow the wind or current to improve
the position of the ball.
However, when the ball begins to move only after
the player has begun the stroke or the backward movement of
her club, she incurs no penalty for playing the ball, but
is not exempt from any penalty under the following rules:
• Ball at rest moved by player –
Rule 18-2a which states: If the ball is moved by the player,
partner, caddie or if her equipment causes the ball to move,
the player incurs a penalty of one stroke and the ball must
be replaced, unless the movement of the ball occurs after
the player has begun the stroke or backward movement of the
club for the stroke and the stroke is made.
• Ball at rest moving after address –
Rule 18-2b which states: If a player’s ball in play
moves after she addresses it (other than as a result of a
stroke), the player is deemed to have moved the ball and incurs
a penalty of one stroke. The ball must be replaced unless
the ball moved after the player has begun the stroke or the
backward movement of the club for the stroke and the stroke
is made.
